Boone couple charged with child endangerment and drug possession

Court documents indicate that someone called Boone police to report seeing a toddler hanging out of a second story window at Evan and Victoria Sinclair’s home.

BOONE COUNTY, Iowa — The son and daughter-in-law of Iowa Senate President Amy Sinclair have been charged with child endangerment and marijuana possession. 

Court documents indicate that someone called Boone police to report seeing a toddler hanging out of a second story window at Evan and Victoria Sinclair’s home. 

The reporting party told dispatchers they went up to the house and rang the doorbell, but nobody answered the door. That’s when they called police.

When officers arrived, the Sinclairs opened the door for officers. Court documents state that the house smelled like marijuana and both Evan and Victoria seemed to be under the influence. 

While police spoke with the couple, an officer claims he saw a naked toddler leaning out of a second story window, putting toys on a roof overhang. Shortly after, police said they saw the child running outside the back door. 

Police say they asked Evan to give them any marijuana he had in the house. He allegedly returned with a grocery bag. 

Both Evan and Victoria have worked at the capitol in the past. Evan is listed as secretary to state Sen. Dave Sires, while Victoria is listed as a lobbyist for several clients around Iowa and has previously worked for former Congressman Steve King.

Sires told Local 5 he hasn’t seen Evan since the session ended. Local 5 has not been able to verify Evan’s employment status.
